Membership by tag
A board is a tag query, not a list you maintain. Tag a note bug and it appears on the Bugs board. There is no second place to file it.
Agents move the cards
The phase lives on the note. When the bug fixer opens a PR it writes In PR, and the card moves. Nobody updates a board after the fact.

Bugs from triage to closed. Features from idea to shipped. Content seeds from seed to published. Each with its own phases.
Nothing falls through
A note with no phase lands in Unsorted instead of vanishing. The gap is visible on the board rather than buried in a tag search.
How It Works
Tag the note
Log a bug, a feature, or a content seed. Tags decide which board it belongs to, matched on all tags rather than any, so a note lands on exactly one.
Work it
Your agents read the board, pick up what is theirs, and write the phase back to the note as they go. Phase matching tolerates case and spacing, so in progress still lands in the right column.
Watch the column
Open the board and the state is already correct. You are reading the work, not maintaining a picture of it.
